Just a little suggestion, I know this is Forsakenlands and not Abandon realms - OK I'm well aware of this.
But, when I was banned from FL (the great NZ ban) I got into AR for abit and I remember lower level items adding bonus such as, randomly firing off a seemingly weak spell. Eg, the waterfall cloak in elemental canyon, it fired off a low leveled icicle every so often, rarely but it was still fun to see.
IMO, I think we should have more of these sorts of weapons/armor that have different effects on combat. A low level flame arrow/Icicle, even a little short duration maledictive spell, perharps a 0-1hr effect of enfeeblement, 0hr weaken, 0-1hr effect of insomnia?
There are some items that currently have effects like these, but most of them are only really obtainable solo 40-45+ and at that point in the game they are quite useless. I don't really know how much coding and effort this would require, (you may be shaking your head thinking, "You have no idea") but I'd be willing to help with ideas of some ideas we can modify (I'd rather not, so I can surprised when all of a sudden my hurricane helm fires some sort of air blast at my avian advisory

I seem to recall someone saying that they considered oprog-items the most potent ones out of all gear there is, for the most part.

Ah... That enfeeble will be op... Already a very very strong item that gives it.
Asides from a spell like that... I reckon it is an awesome idea. Available to everyone and adds some spice (Non rare or high rare count armor.) You can choose to have it or you dont.
I like this idea. Maybe even a randomizer to fire either flame arrow/icicle/electric shock. Just for interest. Have one available at low, medium, high levels for variety and make it non-rare. The damage would have to be fairly low or the weapon hard to get.
how OP could a 0hr enfeeblement really be?

It could be terribly OP with classes that can already drop str etc. it could make you drop enough str to drop a weapon. I can see that being very OP.
My Opinion
I always disliked items that cast any sort of spell that alters combat. Even if they are "rare".
What I do like is items that might cause some other effects that would not alter the outcome of a fight.
Examples:
24 hour use rare feasting table
single use portal stones (example: stone of steel will transfer you and your group to the faction of steel. Perhaps gained when defeating a low level boss in there)
24 hour use portable banker
seed of destruction (you plant, and if not destroyed in 24 hours it summons an aggressive level 50 mob. The mob is aggressive to everyone including the summoner)
mind reader (allows you to snoop on someone you are grouped with to see from their eyes. leaves your body completely helpless until the spell is cancelled)
costume (similar to the disguise command)
etc etc....

I think any sort of crazy magical armor should be very rare by default. I think the mundane should vastly outnumber the magical objects in this game, which is not the case.
They would never give us seed of destruction for the same reason they took away the ability to summon aggro mobs. Cause people (mayyybe people like me) would plant it at CS/CC. Think of the poor noobs! 
I know I would plant that thing in front of my enemy cabals. Lol. Let them run for shelter and get destroyed.

I like the idea. The camoflague tarp gave you blur for a tick or two. It ruled.
And fire giants/storm giants/stone giants would all do some kinda of extra elemental damage when they berserked in combat.
Too bad these giants aren't made of any respective elements.
