I didn't play a year ago so I can't comment. I just see the skills/perks they get (clerics/shaman who can see hidden?) and it seems a tad unfair.

Those same clerics are gonna get a dual backstab in the face pretty often with vuln weapons. Not fun.
Or stuck in a room getting fireballed/firestormed/flamestruck to death while their mals run into strong saves/manashield.

Heh, not quite. They just know when theres someone in the room with them, and they know when that person moves and in what direction. So I guess the trick would be to not lurk near a feral, attack him or put some distance between you and him.
Ferals are fine...their vuln blows of course but that's with anything you want to play that has one. and they get more attacks off then anything i've ever seen. Their pennalty is fine as it is...Hate vulns, love vuln races

There's nothing wrong with ferals.
As mentioned, a year ago all people did was talk about how they sucked and no one should play them. Now, they are exactly the same and called overpowered.

It was a bug.
It has been stated many times on old forums, Skills will only top out at 110% no more.
There's one exception to that; fire giants with fiery weapons.
And Weapon masteries. I've had exotic at 117%.
Hmm interesting, I dont play fire giants so wouldnt have known that.
May have to try a warrior or berserker to see, I havent played one since my AR days.

I have very recently seen a monk who I am almost positive has had more than 110% in hand-to-hand. If I think of the items involved it technically wouldn't be impossible, unless like you say, game code restricts it to 110%. But I am quite sure (not 100% certain) that it was a little more than 110%.
EDIT: Ahem. Read before you post is my newly learnt lesson for the day. Just saw that weapon masteries can go higher...

I had a Goodie monk with enough + hand to hand items to get it over 110, yet it did not. I think the only case is this fire giant with fiery weapons which I have never experienced myself, and exotic which isnt actually a skill.
But it still can be mastered (pinning) ![]()
Plus weapon expertise and mastery heightens your proficiency in it.
