Alright, I know I am a crusader against adding too much realism to FL because if it gets too real, then I'm going to just stasrt going outside more. But this was spurred on by the previous topic, so here are some thoughts.
Someone already brought up the idea of a beast flag, so that animal mobs don't just yell out in english, they yell out in a beastly roar.
But lets expand on that idea. Why would a rabbit roar when it was chasing? Why not seperate into a few different animal categories.
Critters
Pets
Beasts
Rabbits, Seagulls, Rats, useless pieces of crap put in to add some flavor, they'd be critters. Critters wouldn't make much more than a peep when attacked, because their lungs aren't big enough. Maybe birds would squak, and rabbits and rats would wheeze or whine... but I digress.
Pets would be animals in towns that people may have a personal sentamental attachment to. Like a cat or puppy. when attacked have some girl yell out 'Help! WarriorCleric is kicking my puppy!' Instead of the mob yelling.
Beasts would be everything else, they yell with roars.
Then we can start to differeniate between a Noble and a Seagull. Because seriously, execution for killing a seagull seems a bit much, if your not a watcher anyway. Pets, sure, make it the same for killing any other person, I don't mind and we don't want PETA yelling at the staff. But make crimes against critters a seperate law, and max it out at time servered or a fine.
As far as beasts, I'm just tired of tigers yelling out my name when they come to kill me.

And if it's not done, like most ideas in this section, why does the Tribunal that goes for the culprit upon hearing his name auto-destroy him? Why doesn't the Tribunal ask what happened to the mob AND the player accused. That's all the mob's doing: accusing. If PC's can lie, isn't it just as likely that mobiles can lie as well?
Edit: If the above is never done, I'm definately gonna take advantage of that if mobs and npc's can.

First, just stop with the attitude. That just makes people turn you off.
Second, mobs can't lie just like NPCs can't lie because they are all coded mobs.
Third, Tribunals know if a crime's been committed or if you're just abusing yell channel.
Getting back to the original point, I like WC's idea.

I like the idea. Slashing a rats head off leading to jailtime sounds a bit harsh, maybe add a default fine for the offese, something small that increases with the number of offenses, maybe even increase it exponentially(sp?).
If you think about it, the way it is now would make it tough to RP a City Rat Catcher, or a pest control person. 
Actually, I think it deserves consideration. You could always just mark them noyell, and then the players would have to chance whether they wanted to attack them or not.
I got wanted a long time a go under justice for attacking some animal in town and was put in jail. I think it should definately be considered, not all animals are equal.
Of course, id only rp a rat catcher if It was leading up to becoming an avatar rat catcher.

Problem could be if someone starts summoning beasties to town? Then what?
I honestly think it's a good idea. If my dog started howling out people's names because they were annoying her, I think I'd have gone insane. It usually takes a witness to convict someone of mishandling a pet anyways, and even then they need proof. Why an animal would be speaking is beyond me, even in a fantasy based game that's kind of freaky. I can understand races like feral being able to talk, although maybe the 'lesser' ones could only screetch or whatever else. Storekeeper NPCs are one thing. They're actual MOBs that should be able to talk/interact because, well they're selling stuff, right? They need to say whether or not they have the gold or not. Seagulls however don't need to speak. Are they selling cocoa on the side? No. So I really see no need for them to speak or do much of anything else aside from squawk. That's just my opinion though. Could be a good reason as to why it was made like this to begin with, otherwise it would've been changed a long time ago. Then again it might have just been one of those things that didn't really matter as it didn't happen all that often.
One time, I was playing a thief, I had a mercenary. A ninja strangled me and blind dusted me and my pet, my pet yelles someone is attacking me! Guess who got wanted. Not the ninja.
Heh, actually they didn't used to know weither or not I was lying, because I would use that tactic all the time, especially if I had been attacked recently before the lawmen were in town.
I like this idea.
