RP Points - A solution to many things?

A recent post about un-shelving characters (my own included) got me thinking about a solution.  Don't skewer me, this is an idea and/or suggestion :)  But,  It also happens to incorporate a default balancing aspect for elite PK characters.  Elite PK combos can generally come about through layering of inate ability PLUS RP edges, cabal skills, etc.  RP Points are already a currency in the existing model.  My proposal is we add a layer of "rent" to the existing system that, similar to lockers, is collected monthly and will drain RP points for chars over time.  In this proposal, RP points can be considered many things:  Role Playing, Rent Points, Responsibility Points, Relevance Points, whatever you want to call them.  But the underlying goal is that RP stands more than just "Role Playing" but also "Relevance, Responsibility" to the FL game.  And in order to show that relevance, and continued commitment to it, you will rent the powers bestowed by traditional RP points.

What does this beer-drinking fool mean?

What if rather than having to maintain a "Minimum RP points" for certain titles/cabal/qclass/whatever, we change it to a rent system?  And rather than paying for certain buffs with static RP points, we also change that to a rent system.  And then, we make this rent system available as a catalog system.

What do I mean by a rent system?  Paying rent in RP points for the benefit of your character's entitlements.

Example:  Rather than paying 30 RP points for the "locate" spell, you rent it for 2 RP points/month.

Example:  Rather than paying for luck buff, you rent it for 4 RP/month

Example:  Want access to Cabal? Initiate - 7 RP/month (automatic promotion to V as exists)

----room for expansion here but I assume you get the point.  And I'm not saying replace the static RP stuff entirely.  Just the things that benefit PK, Cabal position, Qthing, etc.

Still buy a room for 150 RP (or whatever)

Still buy a familiar for X RP (non PK related, who cares)

Over complicating a basic system, the immortals would have to work overtime to make sure we are getting our due RP's so we could keep our edges.

It wouldn't be extra time added, just extra time coding. Look at the stash system we have. It deducts the necessary gold required to keep your stash going with basic math which is all it really needs. I wouldn't want a renting system though because I'd rather just have it through and through. Look at other temporary things added in the game via RP points or CPs. 20 IG days = 4 hours real time. I don't think a rental like system would really be needed for this either since if you do have to leave for a really good reason which means you have to stop playing, you can already ask to have your Character file sidelined until you come back. Usually that means you will be gone in excess of 3 months, but you still lose out on your Cabal and EQ by choosing this.

My point of returning characters was a dual purpose really. On one hand you have players who may have 2 characters and they have to go away so they don't meet the required hours minimum to keep their things. Then come back when the surge of rares are about to grab what they had before, or as much as possible and disappear again. It isn't by false accusation either as I have personally witnessed it happening with certain characters and I don't know if they are played by the same people or not, but it is frustrating when sometimes one of those characters can solo their way through places easily with basic armor and disappear after the fact. The other purpose was wondering if maybe something like having that many characters returning later on should be allowed without any sort of solid RP foundation for such movement. This can vary greatly, and in my eyes is more acceptable for races that live a long time, but not so much for combinations that would have died out well before. I see playing continuously with characters with shorter life spans to be more acceptable for having the age being valid because an active lifestyle typically also helps prolong your life in general, and it could be seen as a form of exercise to prolong such. RL situations were also mentioned in such a post, and it can vary. I just hate having people part time a character and just grab rares after a purge and then disappear like a fart in the wind until the next one. If the game did better rare checks I wouldn't mind it too much. If there's a max of 8 of something, and 3 are gone because they're being hoarded by a part time character(s), 3 are on impossibly hard to kill players, and 2 are floating around from character to character, but since you can't locate said wares, you're not sure if it's someone who's online at the same time as you without trying to off them, or if they're someone in an entirely different time zone than yourself.
