Simple, I think. Create a mob that can unlock lockboxes, for a price of course. The price could differ, based on the type of lockbox.

I like it.. only because there's not that many people around that can unlock them.. I've held a lock box for almost a week not long ago.

The lockboxes are locked to cause more player interaction. We could have made them unlocked otherwise.
We flirted with the idea of giving pick lock or a similar skill to unlock lockboxes to be purchased with RP points. We still may. However, as Anume said, lockboxes are to encourage player interaction.

I suggested it, cause I like my chars to be self sufficient. Don't want to rely on anyone else. Interaction is always okay, but sometimes it's difficult to find anyone around willing to unlock lockboxes for my blood thirsty toons.

What is a lock box? I found one and juist dropped it cause I was like... What is this? lol
Basically you can pick it and inside will be various potions, herbs and such. Depending on the level of the creature you killed will depend on what is inside. If you sacrifice it, you get no gold from it and nothing shows up by doing so. I've opened them before and had quite a few sanctuary herbs and a couple of detect invis/detect magic potions as well. Sometimes they're great, but more often than not you wont be able to open it because no one else can, or due to certain alignments they're not willing to help you. I honestly like them from time to time, but I don't see them as something vital either unless you are heavily dependent upon them.
They sometimes contain loot that can be described as "top tier".
[edit] I would like to add I was very skeptic of this idea, but I think it's pretty well implemented. I also like the fact that not everyone can open them. This way some chars can buy out your lockboxes, so even if you can't open it, you can still benefit from it.

So merchants are able to pick locks? Is it a certain cabal rank to have the skill or is it like preserve just naturally there?
I think it might just naturally be there, like you won't be proficient at the 'pick' skill but you'll be able to pick the lockboxes
I still wish invokers could open them with knock.

Naturally there. It doesn't show up on the skill list.

Out of interest. Is there a limit to the number of boxes around? How do they populate? If people are throwing them in lockers and sacks does that mean they will become rarer?
Things get only loaded into the lockbox the moment it is picked, so no problems will occur. If a rare item is at the limit it won't pop up and you'll get something else instead.
This is one of the best ideas implemented!
