LOOTING LOOT

There are tiers in the Forsaken Lands of looting, to help those who 
would prefer a little bit of help when it comes to dying. The three
tiers are:

1. Moderate <`$PK``>
   - those of this tier can only have rares looted, and have a limit of
     only having 2 rares looted at any given time. Additionally, they can
     only loot 2 rares themselves when they kill another player.

2. Standard / Ruthless <`3PK``>
   - there is a limit of 10 rares or non-rares that can be looted from 
     their corpse. Additionally, they can only loot 10 or less rares or
     non-rares when they kill another hardcore or standard player.

3. Hardcore <`1PK``>
   - no limit. Hardcore players can be full looted, and can in turn full
     loot other players that are hardcore.
