Can't we have something like vote reminder here on the forums? Something like a window which opes when you first connect/log in with your user name in the forum and then redirects you to the real forum after 5 seconds or something?

We've had it before... there's a reason it isn't being implemented anymore. I'm not sure but it might have had to do with voting rules or something like that. I'm not sure exactly, just know that it is no longer used.
Ah yes... here's one reason...
You cannot have a system that ‘nags’ a player about voting in response to whether they’ve voted or not unless participation in the system is totally voluntary with no tangible positive or negative effects for a player choosing to use or not use such a system. Such a system must also allow a player to easily opt out of it at any time, also with no positive or negative effect, and it must be off by default.
The system that we had was easy opt-out.
You clicked the button that says "go to the forums" and you opt out easily.
That's not opting out... that's just fast-forwarding you through.
Opting out would mean there's a check box or something like that where you can say that I want the reminder shown, or don't show the reminder at all. Like I said, I don't remember the exact reason it isn't here anymore, just that that's what the rules state. 
We can't do that anymore because that violates what TMS considers forced voting.
