Here's an idea.
Why not open the cabals to the pre-pinns (they are really but I mean MORE open.)
BUT! For balance ANY PLAYER that carries a STANDARD, be it their OWN or their ENEMIES can be attacked by any other any level player.
Aka: rank 30 warrior gets standard and runs... 50 war bashlocks and kills...
Might sound harsh, but then again, the people who complain about this being harsh probably complain about not getting into a cabal pre-50 
the standard should not be capturable less there is a lvl 50 on in the cabal, and likewise anyone less than lvl 50 should not be able to grab it.
In its current form a lower than pinned player can easily abuse the system by capturing the standard, then having the opposing cabal grab it back..free cps anyone?

Pre pinns that have the standard in their inventory are OPEN to pk. They loose their pk shield from higher and lower players.

so you tip the scale to the pinns now, they get to abuse it.
They grab the standad, the lower ranked tries to return (we all know the altar is way too weak) and they get made vuln to pk and totally STOMPED. Or, even better, the lower ignores the standard because he doesnt wanna get slaughtered and looted, so the higher lvl characters get to enjoy the boosted cp gain. OR, the higher grabs and the lower returns...repeat that process a few times and your dining on free cps again.
Either way, you open the system up for abuse.
The only real way to effectivly allow pre-pinns (at more than the current rate) into cabals without creating an inbalance in cabal wafare is to not allow them to intract with the standard at all. The standard CANNOT be grabbed unless there is a pinn on in that cabal, and the standard can only be held by a lvl 50.
Either way, you open the system up for abuse.

Damn, some of my PINNS have trouble taking standards. I doubt a lvl 30 could do it.
