Yes, I've been using it as a sig since I (think) created it. Always had the first scentence on there, just left it off for censorship reasons. 
Lets see. For hanging someone. You still have quite a bit of leeway, but if it's too short, you'll strangle. Too long, decapitation.
See tables like that make me want to go out and hang some people and find out if the distances are correct.
I see a table like that and I wonder what they do if you weigh more than two hundred pounds. Of course, I'm not mentally sick, either. 
I weigh 225, or about 16 stone, so I would guess a drop of approx 5'3" or more should be suffecient to snap my neck. If in doubt, always go for the longer drop. Worse case senario, you rip thier head off, they are dead anyway so it won't really matter.
