That changes nothing, the syndicate still gets nothing from the buyout, and if you are not going to accept the buyout of your allies, then what's the point of being their ally?
You need to go back and read Tant's suggestion. He is not implying how the system currently works, but proposing how it could work.

I read Tant's posts many times usually and still don't understand them most of the time. He suggests that the bountied person pays the syndicate directly, and the syndicate ignores the bounty, which has nothing to do with the problem I mentioned, so I have no idea why he is even suggesting it...
If you ignore bounties, you get in trouble, so his suggestion is not viable for anyone bellow E.
I believe he was responding to your 'Syndi's don't get anything from a buyout' thread, giving a suggestion for a change where the Syndicate that was actually a threat would get something. In his proposal, gold. Or I suppose at least the Elder/Leader would get something since they have the power to refuse a bounty.
Basically F0xx, Zoichan understood it perfectly. If you ignore what the command bounty buyout actually means perhaps you'll understand it better? You could bribe a lower ranked Syndicate into ignoring it which doesn't really go against the RP of the Cabal at all, meaning you wouldn't get reprimanded for not doing so. Because they can't outright eliminate the Bounty, it persists. So that means the person can be taken advantage of unless an Elder or Leader denies the bounty in general.
You have a bounty of 50k on your head.
Inductee offers a protection fee of 40k for as long as HE is online, but that is expired the moment he logs off.
Inductee logs off, Trusted logs on.
Trusted is Neutral so he extends his hand out to help out and offer the same service but at a cost of 55k. You agree because at least it means you don't die or lose anything and everyone is winning at this point. Then Trusted logs off and in comes the Evil Elder.
Elder hates your character because you're too good for his tastes. Instead of offering any kind of extension, he hunts you down to the ends and back ending in your own death.

Leader logs on, keeps a level head and because he thinks the bounty is pathetic, he offers to let you buy out the bounty yourself. Meaning no command, F0xx. You agree. You then deposit the asking price of the Syndicate into his own bank account, which means he DID benefit from it along with several others who partook in it, or you give the gold directly to him. At this point the Leader would deny the bounty and you would be removed from the bounty list, and the role of Syndicate played its hand in it never straying from the RP behind it or the RP of the character as long as that's permitting.
It is an all around bonus and lets the character(s) within the lands to not only benefit the way Syndicate should be capable of benefiting from, and you get in some RP with them as well. They don't have to offer it ever, but it is a thought. Do you really want to have a 50k bounty on your head because the person didn't want to risk it themselves? Furthermore, does any Syndicate wish to hit a 50k bounty that can be literally be attained by selling 3 items or by killing a few MOBs?
Just so everyone knows, 95% of the 50k bounties I've seen have been rejected by current Syndicate Elder/Leader's.
Perhaps Syndicate could work with some Heralds to have a bounty cost tome to ensure players know the minimums. I know that a note was sent out not long ago with bounty prices. Notes do not last long though.
Heralds? What are those?
