EDIT: Simply, uncaballed have the option of never fighting. That is itself an equal reward to cabal powers in my opinion (as someone who hasn't had a caballed char in years).

I never said caballed chars must fight uncaballed ones (Syndi is an exception). I said caballed chars have the obligation of fighting SOMEONE.
Powers are the reward the cabal gives you for fighting for it (EDIT: they are NOT you asking the cabal for help, they are the equivalent of payment for a job - which doesn't care how you spend your paycheck). What good is that reward if all you can do with it is fight those your cabal tells you to fight who are equally rewarded?
P.S. You know perfectly well that "the option of never fighting" translates into "the option of doing all that is humanly possible to avoid combat, which comes pretty damned close to never having to fight if you are paranoid enough."
P.P.S. And at 50, I do not think that cabal powers imbalance things too far at all. The uncaballed can still compete just fine.

Again A-G, you are discussing something different.
Iirc, you suggested this change because it would be "faster" implemented, with less work than re-arranging and re-working the XP penalties. Now you are swaying into a completely new direction.
Also, do not foreget that some cabals are meant to work not against other cabals, but against certain things. Like Stalkers have to fight undead, demon and so on. Like Syndi has to go after bounties. Like Tribunal has to chase the wanted. Now, do you see that demon/bounty/wanted person not being caballed? What happens then? Would Syndi not be able to use their skills on characters which have bounties but are not caballed? Would Tribunal not be able to use the BloodGuard against non-caballed wanted chars? And even more, would Stalkers not be able to use their skills against characters like Masokant?
If you say yes, they shouldn't be able to use their skills on them, then I think you are wrong.
If you say no, they should be able to use the skills, then this means that it would require even more coding time, which practically means that re-arranging and re-working the XP penalties would be a better option.
The reward is killing your sworn enemies with the power they give you. The reward is the gear you get in your cabal' date=' the shops, and the ability to use this skills on [b']anyone.

Seriously, though... you've got it mixed up still. Killing the cabal's enemies is not the reward, it's the job. The cabal's enemies may also be your enemies, but they may also not be... consider the gnome who joins Savant to learn mysterious magic arts, but to do so he must help the Savants fight the Warmasters that the gnome himself would overall rather just avoid.

But, Savants believe that their Magical pursuits warrant military action... if he didn't already want to fight he shouldn't have joined. They are, after all, in permanent war with Warmasters. (Now I'm just doing devil's advocate.)

You're also being very cookie-cutter. Maybe the gnome has his own personal reasons for joining Savant, and would rather not fight but Savant offers a path to a personal goal and he's willing to serve their goals so long as they help serve his.
SAVANT is engaged in an unending war with the WARMASTERS. But every member of Savant and Warmaster need not have a personal stake in destroying the other... does every mercenary have to hate the guy he's being paid to kill?

I dunno why you get so personal all of the sudden. It is not about me and you and who right and who is wrong. It is about the game and what is good for it.
Nope. But he's got to have the conscious and understanding his job entails responsibilities that don't allow him to kill anyone and everyone. He's being paid to kill someone. If he wants to kill a different person all together, he won't get paid for that.

He's not getting paid for it, rather he's using his payment to do it. Having the powers at his command is part of the payment. As he spends more time on the job (fighting for the cabal), he gets promoted and paid a better wage (greater powers - note that when he first gets the job and hasn't done anything for the cabal yet, he has no powers).
EDIT: As for whether the job approves of him killing anyone and everyone... depends on which job he's got. Watcher, Syndi, WM and Savant have no reason to care, Knight would probably frown on excessive neutral killing but would likely encourage evil killing, Nexus certainly enjoys you killing more and would want you to, and Trib is actually limited in who they can use their powers on because yeah, they would care. So... seems pretty correct to me on that front.
