I've never exploited wimpy, period.

I normally don't disagree with your suggestions but this one I absolutely disagree with. You would be removing a mechanic of certain classes. Thief backstab victim gets auto-flee 1round lag vs. thief's 2round backstab lag? Invoker dispel + hellstream combo now gives victim auto-flee? Melee charge catches opponent unsanc'd and they get a 1-round flee advatage? It has to be based on total and set to a fixed amount so the attacker can change his opening command.
Yeah, I see your point and agree with you. Maybe it would work as a thief path skill or something, but would be problematic to balance in general.
Ok tested.
Did I see double rounds on every single instance of order mob kill X?
No.
It did happen often, but not always. Which made me wonder, is there a chance that the rescue/order mob is placing the following attacks in that time frame at the end of the tic to create the double rounds?
One thing I did note, its not just the attacks that double down, so does every single weapon/mob proc.
@Kyzarius brother your on to something here, something I have surely been a victim of many times.
As for wimpy, yeah, I can smell that over here and I do not want it on my shoes. I do not use wimpy at all myself, so I will let those who do decide.

You didn't test anything because that's not how you test this.
Also there are certain circumstances that can "disable" this from working.

That's like saying "I do not use guns, so I let those who do decide."
What kind of a logic is that?
Ops double post.
